Steps for current twirler to take to prepare to start own group?

My 11 year old daughter has decided that she wants to start her own group when she is old enough. She has earned 64 trophies and medals. Her goal is to start a group where anyone who wants to has the opportunity to compete. She also wants all students recreational or competitive to learn as quick as they want. She also wants to include the gymnastics and dance skills that will help them twirl better. She wants to show people there is more to twirling than literally walking down the parade route, forced smiles if any and most of the twirlers not twirling because the routines are boring. She wants students to see twirling like she does... she sees it as playing.. stretching out in leg lifts all the time and twirling everything in sight (you know diapers, books, dish towels, silverware, bowls and food)
She has a goal to start auditioning for America's got talent once she turns 13 and until she gets on the show.

What else can she do to prepare especially since there is other groups in the area?

Since she's only 11, she really would be better off just concentrating on her own twirling career for the time being, keeping up her skills, learning new ones, and advancing to each level. The experience she gains from being part of her team, and from twirling individually are invaluable. Twirling isn't "playing". It's a sport, and should be treated as such, with proper skill building and technique. Taking dance and gymnastics classes along with twirling lessons will help, and maybe a good coach in the future can be a mentor to her, to guide her in how to instruct, build routines, and effectively manage a group. This is just a brainstorm idea but I'm wondering if Meetup or some such could serve as a liaison/catalyst for other twirling people/groups in the area?

Just an idea, but I'm hoping that something good will come of it.
