Customs Duty for receiving a dress from abroad

I have a question about import charges when receiving a dress from Australis. I am in the UK.

Can anyone help with whether customs duty is payable on a dress arriving from Australia to the UK and at what rate? Is VAT also payable on its arrival?

Does anyone have any prior experience on purcahsing from abroad and what the potential charges could be?

Yes there will be duties to pay on a dress coming from overseas, unless the dress was manufactured in the UK originally. Even then what normally happens is you pay the duties so you can get your goods and then challenge their decision about the amount paid. If the dress is second hand then there's no VAT to pay.

How do I know this? My mom deals in antique dolls and regularly imports dolls from Europe that were made in Britain and customs often try to charge duty for these, mom has always had her fees refunded when it's challenged though.
