I am a 31 year old ballet dancer looking to get started seriously after 4 years of off season. I have only obtained pre-professional level starting at the age of 18.
I want get serious again but with the competition out there I am not sure if that is full possible.

You say you were at the prepro level at 18. 31 is a bit old to think of doing this professionally but it depends on what size company and whether you want to be paid. It is still possible to perform. It all depends on what you want to do and at what level.
