Really useful. Although I think the best thing is to start with a theme that you like, do a research (even if it is minimum) and then carry on from the step 1 that you propose.

this may be a stupid question,
but would the same thing work for trying to choreograph a hip-hop duet?

This is brilliant! I've made up several solos for myself to perform in competitions and shows, and I always start off by listening to the music - really getting the feel/mood of the piece, and then improvising. Also, follow the dynamics of the music (the loud and soft parts) and the highs and lows, e.g. if there is a soft, slow piano part don't do bold movements, like grand jetes - do more adage-like movements such as arabesques. But yeah, I always find that the best solos are ones which the moves match the music. Don't be afraid to invent your own steps, or add in a little mime either! It's great to tell a story - just don't overdo it or the audience might get bored.
