What programs can I use to edit picures?

Perferably stuff I dont have to download. I go to picnik.com where you just upload your stuff but your limited with the tones you can use.

I'll download if I have to, as long as its free. :)

thanks

Well most programs do cost. Photoshop is VERY expensive.
Photoshop Elements which is effective for most photos and Paint Shop Pro are pretty decent ones (I use PSP most of the time) and run between $50-80 depending where you get them.

"The GIMP" which is the GNU Image Manipulation Program is a very good editor and is absolutely free, but you do have to download it. It originated in the Linux Community and was a bit Geeky, but it has now been adapted for Windows as well and if you Google it, someone has created a download assistant which makes it a snap to install. (Originally the download was source code which is definitely Geeky.) There are many tutorials on the web, but if you know another photo editor program, it is pretty intuitive to learn. There are also some books on the subject through Amazon or Borders/ Barnes&Nobles.
