The first song that came to mind was Peppermint Twist. There's a few different versions of it.

I was actually considering this same costume for my little tiny ones, we ended up going with another one but the song we were going to use was:
Under the Big top by Linda Arnold

I used it last year with a Rag Doll song and Candy Cane song

We used it last year for "Itsy Bitsy Spider" (the jazzy/rap version). There was a little boy dressed up like a spider.

I automatically thought Meet Me in St. Louis
Looks like someone who would sell popcorn. If it was ballet, I could definitely see using the actual song.

It reminds me of a Little Miss Muffet thing so Itsy Bitsy Spider or any other fairy tale song comes to mind.

I was going to use this for Lil' Mis Muffet, but it looks too much like a clown to me, so I found another costume.
