For me it was Lilt, and my younger competition dancers also learn Lilt first. For my non-competitive dancers it's usually Village Maid and part of the Scotch Measure because I have a nice show piece for these dances which works great in shows.

I learned both the Lilt and the Flora at the same time, but it was easier to get the Lilt down than the Flora.

Dusty Miller, for someone on page 1 who asked, is a dance that used to be required for the Silver exams for SDTA. Unless I'm mistaken, it's not a BATD dance at all, and isn't danced in competition.
It's pretty easy to learn... a lot of hop-brush-beat-beats, hop heel, heel toes, and some shuffles. It used to be permissible to substitute the shuffles for points for the Silver exam.
It's an okay dance to learn, but the music is frustratingly slow!!!

The first national dance I learned was the Flora then afterwards I learnt the Lilt. I think most dancers learn these Nationals first as these are the ones you need for competing in Beginners.

I learned flora first, but I presume that if I had started competing earlier that I would've learned lilt first.

I learned to Flora first, closely followed by the Lilt.
Though now I prefer the Lilt.
