You can Google "costume makers" "dress makers" "seamstresses" etc. to get some local results and then make some telephone calls to see if the have expertise in the area you are looking at having a dress made in. |

Ask at your local ballet shop. There may be someone in your area. In Australia (for example) there are only a few ballet costumers that have website most costumers work via word of mouth.
